Refused car insurance with a foreign licence
Three insurers have said no and you assume the matter is closed. It is not: a French body can compel an insurer to cover you, and set the price itself.
Third-party motor insurance is compulsory in France. A vehicle on the road without it is an offence, and its driver exposes their personal assets from the first accident.
The legislator saw the contradiction : if cover is compulsory but every insurer stays free to refuse, some drivers end up in a legal dead end. The Bureau Central de Tarification exists to resolve it.
Why you were actually refused
In our experience, refusals opposed to foreign-licence holders rarely have anything to do with risk. They come down to two things :
- An online form with no box for your case. No field for a licence issued outside Europe, no field for "exchange in progress". The form rejects what it cannot classify.
- An adviser who would rather decline than decide. Faced with an unusual file and no clear internal rule, refusing is the safe choice for them.
Neither of those is a judgment on you as a driver. Both are solved by having a human being who knows these situations look at the file.
The BCT remedy — what it can and cannot do
What it can do : compel an insurer that refused you to provide third-party cover, and set the premium that insurer must apply.
What it cannot do : get you comprehensive cover. Its decision concerns third-party liability only — the compulsory guarantee that compensates victims. Theft, glass breakage and damage to your own vehicle are outside its remit.
That limit is the part most articles leave out. The BCT guarantees you can drive legally. It does not guarantee you will be well covered, or that it will be cheap.
Three cumulative conditions
- You have been refused — silence for fifteen days after a complete request counts as a refusal.
- Your request concerned the compulsory third-party guarantee.
- You apply within the prescribed time after that refusal.

Allow one to two months. That is a long time when you need the car to get to work, which is why this remedy is prepared alongside an immediate solution, not instead of one.

Is the BCT free?
Applying to the Bureau Central de Tarification is not charged to the applicant. The premium it then sets, however, is yours to pay and can be high.
Can the BCT get me comprehensive cover?
No. Its decision covers compulsory third-party liability only. Damage, theft and glass cover remain at insurers' discretion.
How long does it take?
One to two months between application and decision. Arrange cover for that period, because driving uninsured remains an offence throughout.
Is a verbal refusal enough?
It is better to have it in writing. An insurer's silence for fifteen days after a complete request also counts as a refusal.
Does this work for a foreign licence?
The remedy is not reserved to any category of driver. It is open to anyone subject to the insurance obligation who is refused cover.
