Exchanging your foreign licence in France
Everything happens online on a single government portal, and almost every rejection comes from the same handful of mistakes.
The exchange is handled entirely through ANEF, the government's online portal for foreign nationals. There is no counter to visit and no paper file to post at the start.
First: is your licence exchangeable at all?
An exchange is only possible if the issuing country appears on the French reciprocity list. That list is a positive one : a country that is not on it has no agreement, full stop.
Check yours on the official simulator before anything else. For the United States and Canada, the agreement depends on the state or the province, not the country.
The conditions that get files rejected
About the licence itself
- Only the most recent licence issued to you may be submitted.
- It must be valid when you file — unless its validity is tied to your right of residence in the issuing country.
- It must have been obtained before you settled in France, and while you genuinely resided in the issuing country. A licence obtained during a short trip is not accepted.
- It must be in French, or accompanied by an official translation.
About you
- Normal residence acquired in France.
- The minimum age for the category concerned.
- No suspension, withdrawal or cancellation in the issuing country.
- No prior cancellation of your right to drive in France.
The deadline, and it is the same one
You must apply within one year of acquiring normal residence — the same year during which your foreign licence lets you drive. It is not a separate window.
What counts is the date you file, not the date you receive the French licence. File early. Detail in how long you can drive.
Since 12 May 2026, the exchange costs €40 in the form of an electronic tax stamp (€20 in French Guiana). Budget it, and ignore guides that still say the procedure is free.
The translation
Required whenever your licence is not written in French. Three routes are accepted, with no hierarchy between them : a translation made abroad and legalised or apostilled, a translator authorised to work with the French courts and administration, or your country's diplomatic representation in France.
What happens to your original licence
Once the application is approved, you send the original by registered post — and it is not returned to you. Plan for that if it has sentimental or practical value elsewhere.
In exchange you receive a secure deposit certificate valid for four months, which lets you keep driving while your French licence is produced. That duration was reduced from eight months in May 2022.
If the authenticity of your licence is doubted, the administration may check with the issuing authority through consular channels, with a six-month response window. If fraud is established, the exchange does not take place, the document is withheld and the public prosecutor is notified.
Insurance while you wait
The procedure takes months. You keep driving during that time, and you must be insured. This is precisely where mainstream insurers stall — their online form has no box for "exchange in progress".

No. There is no waiver based on driving seniority or personal circumstances. The route is the French test, and it is worth starting early.
